There's this African, crazy, 5 ft 4", 120 lbs,  dude that walks from apartment complex to complex dropping off marijuana and drugs. This dude was acting weird at one of the apartment on Rand Road. Dude wears a black hoodie all season long. Sometimes wear shorts. Dude is a marijuana and cigarette dealer. Nothing is ever done about this dude. This is the typical low life's we have here in this town. And landlords bend the knee to them.
