Bryan Phelps is working for the washougal police department. He had gotten caught with lsd, pills and meth got released and has since been pulled over multiple times and caught with more drugs and no license and walks free. He is setting people up that has warrents as well as if they have drugs. last time he got pulled over they did nothing not even searched him but arrested the passenger that had a warrent and let him and his girlfriend Emily diterch walk free no hasstle. Also he snitched on Emily because she stole his stuff and tried leaving so he called the cops and she got caught with a half ball of heroin, multiple 60 mg oxy, multiple 3 and 2 mg xznax.
