Hot Springs Arkansas Garland County is a safe Haven for child abusers. The schools, the courts, and DHS couldn't care less about the safety and well being of children. Human trafficking is extreme in that county and who is benefitting.....could be why they turn away from helping tortured kids. One of the judges left his kid to cook in a car, ran errands with his dead boy in the back seat and he's still a judge.
